[Everyone] PSRCHIVE performance improved on PSRFITS files

Hi everyone,
Today, I checked in a couple of changes to PSRCHIVE that should increase
PSRFITS I/O speeds by around 50% to 60% (depending on the file system and
file size). A report on the investigation that led to these changes is
available for comments at

Only two of the changes attempted in this study have been incorporated into
the latest version of PSRCHIVE. The changes committed today are described
under
1. "Report on NZAPP-256" sub-heading "Updated PSRCHIVE"; and
2. "Report on NZAPP-258" sub-heading "Remove call to psrfits_set_rows,
..."
These changes are fairly straightforward and fairly well tested, but please
let me know if you see anything strange after updating your PSRCHIVE
installation.
