[Everyone] PSRCAT v2.4 release

Dear PSRCAT users,

We are excited to have released the ATNF Pulsar Catalogue v2.4.0, the 78th version of the most comprehensive catalogue of pulsar parameters available, and now in it's 20th year!

The PSRCAT webpage www.atnf.csiro.au/research/pulsar/psrcat<http://www.atnf.csiro.au/research/pulsar/psrcat> has been updated, and if you wish to use the SQL database and the corresponding scripts, they can be accessed at the following DOI https://doi.org/10.25919/d9a8-pq84.

For users of ATNF machines, the 'stable' pulsar software stack is now running v2.3.0 and the 'next' release is running v2.4.0.

 Bug fixes:
- Fix spelling mistake in psrcat_help.html [PSRSOFT-201]
- Fix unwanted WARNING output in psrcat.db [PSRSOFT-203]
- Fix incorrect PX entry for J1713+0747 [PSRSOFT-206]
- Fix incorrect position uncertainties for cls+24 [PSRSOFT-207]

New features:
- Add psrqpy link to ATNF website doc page [PSRSOFT-205]

New parameters:
94 new pulsars added
