[Everyone] PSRCAT v2.3 release

Dear PSRCAT users,

We have now released PSRCAT v2.3.0.  The PSRCAT webpage www.atnf.csiro.au/research/pulsar/psrcat<http://www.atnf.csiro.au/research/pulsar/psrcat> has been updated, and if you wish to use the SQL database and the corresponding scripts, they can be accessed with the DOI https://doi.org/10.25919/d9a8-pq84.

The updates for this release include:

- Added 22 pulsars from arf+23,cls+24,lod+23,srs+23,wcb+24,wwy+23,zbd+24,zfr+23
- Added tagToParameter table
- Changed units of DTHETA to '' and updated description to 'Relativistic deformation of orbit'
- Added FRACL (Fractional linear polsarisation), FRACV (Fractional circular polarisation), FRACAV (Fractional absolute circular polarisation), MAGINC (Magneticinclination alpha), IMPANG (impact angle beta), VIEWANG (viewing angle zeta), PASWING (PA swing angle psi). These parameters would only be accessible through the sqlite version 2 database and not the version 1 psrcat.
- Added asymmetric uncertainties to database by using the tagToParameter table.tagString = 'asymmetricUncertainty'
- For rvwc23, not added J1147+0829 since the position is given in galactic coordinates.
- For whx+23, pulsars J0625+17,J1826-00,J1827+00,J1854-01,J1858-02,J1907+0555,J1917+24,J1921+1540,J1929+1905,J1934+09,J1938+14A,J1943+28,J1958+2213,J2005+38,J2021+24,J2025+2133,J2041+46,J2108+41,J1843+04,J1919+04,J1944+16 do not exist in the database and coordinates given in galactic and thus not adding these pulsars and their data.
- For whx+23, J1836+09 is in psrcat with name J1836+0915, J1849+0340g is in psrcat with name J1849+0339g, J1852-0054g is in psrcat with name J1852-0055g, J1854-00 is in psrcat with name J1854-0036.
- Fixed error in sourceType and binaryType table where the citation_id and confidence were swapped.
- Added sourceType RADIO for J1312+1810E,J2208+4610,J1720-0533,J1953+1844
- Added sourceType HE for PSR J1953+1844
- J0058-7218 add SNR IKT_16 citation met+21
- J0537-6910 add PWN N157B
