[Tempo2] Tempo2 predictors use incorrect TZRSITE for phase prediction

Dear tempo2-ers,

I wanted to raise to your attention a recent bug I discovered when tempo2
generates a phase predictor. The issue is that it does not use the
TZRSITE from the par file to define phase zero, which means that installing
the same ephemeris into files from different observatories will not
correctly align them in phase. This only affects the way that the data are
plotted/stored (i.e. where the zero of phase is on the x-axis of plots). It
does not affect ToA determination or anything like that. The bug only
affects the predictors and not when making the polyco. The par files output
by tempo2 are correct and have the correct TZR parameters.
