[IPTA Clock] clock data set v1.0

Hi George,

Are we not eventually going to use the IPTA combined data release? I
thought that dataset, which is already being put together by Joris et al as
a formal IPTA project, is meant specifically for IPTA purposes like the
IPTA clock project...

But kudo's for sending this data around: this is more than is available on
the IPTA wiki (Joris' data release 'A' only contains 13 pulsars).
