[Tempo2] Tempo2 and PHASE commands in .tim file

    Hi,
    
    There seems to be something I don’t understand about how Tempo2 uses PHASE commands in .tim files.
    I made the attached t2.pdf plot like this:
    $ tempo2 -gr plk -image -grdev t2.ps/cps -f NGC6440E_PHASETEST.par NGC6440E_PHASETEST.tim
    
    This .tim file has two sets of TOAs bracketed with PHASE commands.  One has the phase offset nullified by -padd commands, and the other does not.
    TEMPO and (now) PINT both handle these in the same way and produce the same output plots (t1.pdf and pintres.pdf) — just the TOAs between 53900 and 54000 are offset from the rest.
    For some reason Tempo2 seems to be ignoring the PHASE commands, although it does respect the -padd flags on the TOA lines.
    Is this just a bug, or is there some mode in Tempo2 that needs to be set to respect PHASE commands?
